Tourism can also be a factor in development. The "Ethical Tourism and Development" (TED) programme provides substantial technical assistance in all fields of tourism, focusing specifically on three areas of expertise:

• Sustainable tourism indicators for the development of small and medium enterprises and micro-enterprises in the tourist and hotel sector.
• Methods and good practice for reducing poverty through tourism, especially in the Least Developed Countries (LDCs).
• Technology transfer processes and models for tourist and hotel enterprises in developing countries.
